The meaning I need is journalistic or maybe poligraphic term. While reading the examples in the text I guessed myself that it means in Russian "заголовок с подзаголовком".

Journalistically or polygraphically, it means headline. But there are two types of headlines in the language of the press, i.e. implicit and explicit. So it is an implicit headline, i.e. a headline with a subheadline which is not obvious for understanding at first sight.
And what means 'to get smb. under the skin'? I understand the general meaning, but I'd like to learn the exact sense of this expression...
